Baltimore City provides transportation service for the elderly and for persons with disabilities through a TaxiCard Program that is supported by City funds and the Statewide Special Transportation Assistance Program (SSTAP). The program allows C.A.R.E. to subsidize 24-hour, general purpose, curb-to-curb taxi service for Baltimore City residents who are either 60 years of age or older or persons with disabilities with appropriate documentation from a medical doctor.

Baltimore County operates CountyRide, which is a demand-response transportation system that serves the entire county. CountyRide provides demand-response services for the elderly and for people with disabilities. It also provides service to citizens of all ages in the rural area. A taxi voucher program provides transportation to CountyRide clientele 24 hours per day, seven days a week.

Carroll County provides public transportation through a contract with Carroll Area Transit System (CATS). CATS operates three deviated fixed routes, one in Westminster, one in the southern part of the County and one which operates between Westminster and Eldersburg. CATS operates demand response service for the remainder of the County. CATS also coordinates services for local human service agencies.

The Cecil County Department of Aging operates the C.T. Cruiser and "The Bus", the only public transportation service in the County, excluding taxi service. The agency operates one deviated-fixed route in Elkton going to Glasgow, Delaware, and a second going from Elkton to Perryville, Maryland. Cecil County also operates several demand response routes that include the general public, seniors, and persons with disabilities. System riders are transported from the Town of Elkton and other population pockets in outlying areas to senior centers, medical centers, retail centers, school, employment and social destinations. The Delaware Transit Corporation also provides public transit on DART Route 65 from Elkton to Newark. With funding through the Job Access and Reverse Commute Program, Bayside Community Networkand Maryland Rural Development Corporation provide specialized transportation services to low-income job seekers.

Harford County provides fixed-route and demand-response transportation services to the general public, the elderly, and persons with disabilities who reside in the County. This service, operated as Harford Transit, operates several fixed routes that link Havre de Grace, Aberdeen, Joppatowne, Edgewood, Fallston, and Bel Air. The demand-response service is provided throughout the entire county and is operated on a first-come, first-served basis. In addition, the County offers services that connect with the MARC Aberdeen Station and with the MTA Route 410/411 Commuter Services. Harford Transit enables persons who are transit dependent to access shopping areas and other essential services that are located in Bel Air, but are not available in other towns.
