Proposed Changes to the MTA Fare Tariff Policy

MTA WILL CONDUCT A VIRTUAL PUBLIC HEARING ON THE FOLLOWING PROPOSED FARE POLICY CHANGES THAT WOULD BECOME EFFECTIVE ON OR ABOUT MONDAY, AUGUST 11, 2026. 

  • Create a new “All Access Student Semester” pass good for 155-days (five months) at a price of $150 
  • Add September 22, World Car Free Day, as a free transit day
  • Enable the MTA Administrator to allow federal employees to ride free for up to four weeks during a federal government shutdown 
  • Add a new Low-Income Fare Program

Details of the proposed fare policy changes are also available for public review online and in the Transit Store and the lobby of the William Donald Schaefer Building. Both are located at 6 St. Paul Street in Baltimore.

Individuals and organizations are invited to provide testimony during the virtual public hearing online or by phone.

Written comments regarding proposed updates to the MTA Fare Structure may be submitted via email to: HearingComments@mdot.maryland.gov with “Fare Policy Comments” as the subject heading. Written comments will be accepted for the official public hearing record through Friday, July 31, 2026.

Current Fare Tariff Policy

The MTA Fare Tariff Policy outlines the rules, regulations, and prices for using MTA services. It was reviewed in accordance with MD Code, Transportation § 7-506, which requires a public hearing before fares are fixed or revised. This tariff applies to all Baltimore Core Services, also known as BaltimoreLink, including Local Bus, Light Rail, Metro Subway, and Mobility, as well as Call-a-Ride Services.

This policy details:

  • Standard and discounted fare prices.
  • Rules for fare collection and payment.
  • Eligibility requirements for all pass types and reduced fares.
  • Penalties for fare evasion.
  • Procedures for refunds and appealing fare-related disputes.
